New: LP-250 Antenna Check

New Toybox application that that will analyze a station's current antenna system to determine adaptability to LP-250.

The Antenna Check will accept the LPFM station's call sign.  Upon entry, the system will check the LP250 database to determine application used in the LP250 upgrade result and then obtain the ERP and TPO, which will then be used to determine insertion loss between the transmitter and antenna.  

The system will then apply that same insertion loss in order to determine what transmitter power output would be required to operate at LP250 without the change in the antenna or feedline.
