Federal Register user interface

Deployed a new user interface to the Federal Register data from the REC Website. 

The URL is:
https://recnet.com/fr

By default, the interface will show the 10 newest Federal Register items.

Clicking the [Open for Comments] button will show all proposed rules items with a comment date on the same day and in the future.  This is very handy to check to see Notices of Proposed Rulemaking and other FCC items for which comments are being accepted.  

Additional filters will allow to users to narrow down by item type (rule, proposed rule or notice), by date (enter a date and items released on that date and the days prior will be displayed) and the number of items (10, 25 or 50).  

Clicking [Clear Filter] will return the user interface to the default display. 

The Federal Register has items going back to February 14, 2022.
