On its own action, REC Networks has performed an analysis of the Tucson area.  Arizona is one of REC’s original “areas of interest” since the first LPFM filing window in 2000. 

REC has identified three MX groups within the Tucson area along with their local community presence dates:

192507 – Global Change Multi-Media (Global) (8/2011)

REC Networks has filed an informal objection against 245 pending LPFM applications filed in the 2013 window. 

All of these applications were filed with Antonio Cesar Guel as the technical contact.  Guel is also the president of Hispanic Christian Community Network, an organization that currently owns over 40 LPTV stations across the country.

Our informal objection was intended to "flag" these 245 applications to call the FCC's attention to various patterns in these applications including:

REC's goal is to assure a citizen's access to the airwaves.  Over the years, we have supported various aspects of non-commercial microbroadcast efforts including LPFM, Low Power AM and other concepts to allocate spectrum for one way communications. 

REC feels that as many organizations as possible should be able to enjoy the ability of spreading their message to their local community. It is our desire to see a diverse selection of voices on the dial spanning race, culture, language, sexual orientation and gender identity. This also includes a mix of faith-based and secular voices.

The FCC is currently considering MB Docket 13-249, Revitalziation of the AM Radio Service.  This notice of proposed rule making (NPRM) is looking at various AM issues such as modifying daytime and nighttime coverage requirements, elimination of the AM "ratchet rule", permit wider implementation of modulation dependent carrier level control and changes to AM antenna efficiency standards. 

The FCC has issued a public notice to advise that due to performance issues with the CDBS electronic filing system, the new deadline for filing applications is Friday, November 15, 2013 at 3PM EST.

REC recommends that any applicants who wish the file please continue to do so tonight in order to beat any rush tomorrow.
